CarneySweeney successfully secured planning permisison via planning appeal against South Hams Council for the first phase of development for 240 dwellings, with local plan representations and Examination in Public attendance to secure a wider allocation totalling 450 dwellings. We led a multi-disciplinary team through a masterplanning and public consultation process for the first phase application. The main appeal matters were housing land supply, landscape impact and viability.
As part of the appeal, CarneySweeeney sucessfully argued a sub 5 years (3.9 years) housing land supply position which proved instrumental in demonstrating the principle of developing the site ahead of an adopted Local Plan allocation. We managed the wider consultant team of landscape and viability witnesses and negotiated Section 106 planning obligations.
Subsequently, a wider site allocation was secured for 450 dwellings with outline permisison for a further 210 granted by South Hams Council.
